What are the purposes and justifications for processing your data?

Depending on the customer relationship we have with you, we may process your data for the following purposes and on the following legal basis:

Your journey

Management of customers and their transport tickets

Aim

Legal basis, depending on circumstances

 

  • To manage data of customers and their possible digital account (mobile application and website).
  • To manage the issuance of MOBIB cards.
  • To manage sales of tickets that are linked to a MOBIB card (season tickets, single tickets etc.), in the STIB-MIVB app (digital ticket) or by contactless payment.
  • To manage ticket accounting and billing.
  • The processing is justified by the execution of STIB-MIVB’s public interest mission (to deliver a public transport service).
  • Processing is justified by the execution of a contract or pre-contractual measures. 

Management of interoperability on the network of public transport companies

STIB-MIVB processes data related to interoperable transport media and tickets issued by other public transport companies, just as the latter process data related to interoperable transport tickets issued by STIB-MIVB.

Aim

Legal basis
  • To manage interoperability, i.e. the use of the same medium (MOBIB card) and/or transport ticket (e.g. BRUPASS or combined tickets) on all public transport networks (STIB-MIVB, De Lijn, TEC, SNCB).
  • To manage re-invoicing between the above-mentioned public transport companies.
  • The processing is justified by the execution of STIB-MIVB’s public interest task, that is linked to interoperability on the Belgian public transport network (joint processing with Belgian Mobility Company and the concerned public transport companies).

Management of validation data

When traveling with a personalised MOBIB card, STIB processes the validation data for the purposes described below. If you prefer to travel anonymously, you can use a MOBIB Basic card or a paper ticket (only for single tickets).

Aim

Legal basis

  • To track ticket consumption.To allow the development of anonymous attendance statistics with the aim of improving the network and applications for subsidies to the Brussels-Capital Region.
  • Handle after-sales service related questions. On this subject, see infra: ‘After-sales service management and helpdesk’.
  • To check whether the person has a valid and validated ticket at the time of the inspection. On this subject, see infra: ‘Management of inspections and surcharges and administrative fines.’
  • The processing is justified by the execution of STIB-MIVB’s public interest mission (to deliver a public transport service).

Management of the TaxiBus service (for people with disabilities) and specific accompaniment in the stations

Aim

Legal basis, depending on circumstances

  • To check eligibility for the personalised transport service for passengers with disabilities (TaxiBus).
  • To manage the TaxiBus service: organisation of    errands, service monitoring etc.
  • To manage specific accompaniment in the stations for passengers with reduced mobility.
  • Processing is justified by the execution of a contract or pre-contractual measures.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to deliver a public transport service for all).

Management of the STIB-MIVB mobile application

Aim Legal basis, depending on circumstances

Without the creation of a user account:

  • To allow you to use and personalise the application (including the creation of favourites).
  • To allow the application to geolocate you as part of the search for routes and/or to display stops and stations close to you.

With the creation of a user account:

  • To allow you to use the application in a personalised way: management of saved preferences (e.g. language) and favourites (recently searched places, frequently used lines etc.), departure notification for a planned route etc.
  • To manage sending of personalised communications by e-mail, based on customer profiles, in particular according to favourite routes and stops, or registered addresses.

With or without the creation of an account 

  • Depending on the options enabled in your phone, to send ‘push’ notifications.
  • To analyse customer profiles.

For management of the digital account and for issuance of tickets (such as Brupass or Brupass XL) via the STIB-MIVB mobile application, see above, ‘Managing customers and their tickets’.

Marketing and social networks

Management of our marketing campaigns

  • To promote STIB-MIVB products and services through marketing campaigns via various channels, including social networks, newsletters etc.
  • To analyse customer profiles.
  • To promote STIB-MIVB products and services through testimonials, videos, photos, etc. of our clients-ambassadors etc.
  • To handle contests and other actions organised by STIB-MIVB.
  • To manage the sending of e-mails to facilitate the use of our services by providing information on disruptions, route changes, notifications of upcoming subscription due date etc. 
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to encourage the use of Brussels’ public transport).
  • Processing is justified by the legitimate interest pursued by STIB-MIVB (promoting STIB-MIVB services v-à-v its clients through e-mail).
  • Processing is justified by your consent.
  • Processing is justified by the execution of a contract or pre-contractual measures.

Management of social networks

  • To promote the image of STIB-MIVB on social networks through posting and by responding to requests, remarks or complaints that are addressed via these networks. 
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to encourage the use of Brussels’ public transport).

 

Customer Care

Management of after-sales service and helpdesk (Customer Care)

Aim Legal basis
  • To respond to requests, questions or complaints sent to Customer Care or another department, whether they relate to an after-sales service or not.
  • To manage lost items.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to ensure follow-up of delivering a public transport service).

 

Analyses, surveys and reports

Management of market research, satisfaction surveys and statistical reports and analyses

Aim Legal basis, depending on circumstances
  • To continuously analyse and improve our products and services.
  • To help improve mobility in the Brussels-Capital Region by means of statistical analyses, annual reports etc. on behalf of STIB-MIVB and/or other public authorities.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to improve STIB-MIVB’s public transport service and mobility in Brussels in general).
  • Processing is justified by the legitimate interest pursued by STIB-MIVB (to improve latter’s functioning).

Physical safety analyses

Aim Legal basis
  • To examine accidents and incidents to implement corrective measures aimed at reducing their likelihood and/or impact.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to ensure safety on STIB-MIVB’s network).

 

Cameras

Management of cameras

There are cameras in the STIB-MIVB stations, in the various STIB-MIVB buildings and in the public transport vehicles (bus, tram and metro). New transport vehicles (from 2021) are also equipped with cameras on the vehicle. A regulatory pictogram indicates the presence of cameras. STIB-MIVB has introduced an internal camera management policy.

  • To ensure the safety of staff (in STIB-MIVB buildings).
  • To ensure the protection of STIB-MIVB property (in stations, buildings and vehicles).
  • To ensure a rapid intervention by the personnel (in vehicles and stations).
  • To manage litigation, damage and compensation claims (in buildings, vehicles and stations) and defend STIB in court.
  • To assist the driver during vehicle operation (in vehicles).
  • To gather information that is essential to understanding an incident as a whole and analyse its causes as part of continuous improvement or at the request of the authorities (prosecutor’s office, police etc.).
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to ensure safety on STIB-MIVB’s network).
  • Processing is also justified by the legitimate interest pursued by STIB-MIVB to ensure efficient management of its disputes and to allow safe driving of vehicles for the purpose of assisting the driver.

Management of passenger flows

STIB-MIVB measures passenger flows in metro stations to track the volume of people using its infrastructure. This is carried out using cameras installed in the metro stations, which only manage volumetric data.

Aim

Legal basis

  • To adjust services to the demand: e.g. to adapt the frequency of vehicles according to the volume of users.
  • To map passenger flows in the various passageways and entrances, mainly for safety reasons (e.g. to ensure the right number of access gates).
  • To measure the number of passengers transferring between the different platforms in a station.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to deliver an efficient and accessible public transport service).

 

Inspections and fines

Management of controls, resulting surcharges and administrative fines for breaches of STIB’s operating conditions

Aim Legal basis
  • To check whether the person has a valid and validated ticket at the time of the inspection.
  • To ensure compliance with standards of conduct in accordance with the decree relating to the STIB-MIVB operating conditions.
  • To manage administrative fines and surcharges files by drawing up reports and ensure the recovery of outstanding debts.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (observation and prosecution of violations of STIB-MIVB’s operating conditions).

Management of traffic offences recorded by our inspectors and processed by the public prosecutor's office

Aim Legal basis – depending on circumstances:
  • To prosecute people who commit violations of certain dispositions in road traffic regulation.
  • To carry out statistical analyses.
  • Processing is justified by the execution of the STIB-MIVB public interest mission (prosecution of traffic regulation violations).
  • Processing is justified by the legitimate interest pursued by STIB-MIVB to dispose of global statistics on observed violations.

 

Works and management of STIB-MIVB projects

Aim Legal basis: depending on circumstances
  • Communicate with those impacted by work done on the network.
  • To locate the land parcels affected by easements, compulsory purchases, voluntary acquisitions and temporary occupation/worksite agreements, and their owners, for the purpose of signing any necessary agreements.
  • To identify the owners when private property vegetation extends over the ‘transport corridor’, so that they can resolve the problem.
  • Processing is justified by your consent.
  • Processing is justified by the execution of STIB-MIVB’s public interest mission (to develop public transport in Brussels and to ensure a good exploitation of the network).
  • Processing is justified by a legal obligation. 

 

Commercial relationships

Management of partners, suppliers, bidders and business operators

Aim

Legal basis, depending on circumstances

  • To ensure that the (pre-)contractual relationship and communication with contact persons are properly handled.
  • To collect information on products and services and to evaluate them.
  • To manage invoicing and accounting.
  • To manage disputes and debt recovery.
  • To manage access to STIB-MIVB sites, camera fleet images, and security in general for people accessing our sites.
  • To publish open data inventories of public contracts.
  • The processing is justified by the execution of a contract or pre-contractual measures for contracts concluded with natural persons.
  • The processing is also justified by legitimate interests pursued by STIB-MIVB (depending on the case: managing and monitoring the attribution of a contract or contract; defending our interests in the event of a dispute or dispute; ensuring security on STIB-MIVB sites).
  • The processing is justified by compliance with a legal obligation (joint decree and ordinance of 16 May 2019 with regard to the publicity of administration in institutions of the Brussels-Capital Region).

Disputes, claims and compensation requests

Aim Legal basis - depending on circumstances
  • To defend the interests of STIB-MIVB (or those of its agents) in disputes, claims and requests for compensation
  • To compensate victims of damage resulting from accidents/incidents.
  • To check whether the person concerned was on the STIB-MIVB network at the declared time.
  • To prevent and tackle fraud and abuse.
  • Processing is justified by the legitimate interest pursued by STIB-MIVB (defending STIB-MIVB’s or its agents’ interests and compensation of the victims).
  • Where sensitive data are involved, processing is justified by your explicit consent.

 

Whistleblowers

Aim Legal basis
  • To manage whistleblower reports.
  • The processing is justified by compliance with a legal obligation, namely the Joint Decree and Ordinance of 27 April 2023 of the Brussels-Capital Region relating to the Brussels Ombudsman.
