In order to modernise and simplify the administrative tasks, the government of the Brussels-Capital Region has decided to extend the use of the electronic billing.
This obligation stems from the circular published in the Belgian Official Journal on 17 July 2020 and will be applicable:
- For the public procurements over 30,000 EUR (excl. VAT): in the specifications of every public procurement:
- of which the tender notice is published from 1 September 2020;
- For which, without publication, an invitation to submit a candidature or an offer will be launched from 1 September 2020.
- For tenders below 30,000 EUR, within the STIB-MIVB general terms and conditions of purchase and for which an invitation to submit a candidature or an offer will be launched from 1 September 2020.
Reminder: an electronic bill is a dematerialised document that is sent by a supplier to his clients, but which also requires transiting digitalised data through a secure platform. This means an electronic bill has been submitted, transferred and received in an electronic structured form allowing its automatic and electronic processing (XML format).
Ultimately, only the services billed in an XML format through the mercurius plateform will be accepted. Any other format (PDF, JPEG, etc.) will not be valid anymore.
Transition
During the next few months, STIB-MIVB will organise a gradual transition to electronic billing through its new tenders (special conditions in its specifications) but also with an onboarding program with its current suppliers.
This is why it is of the utmost importance that STIB-MIVB partners receive a prior approval before they switch to electronic billing.
